Participatorna priprava strategije za mlade z akcijskim načrtom avstrijske Štajerske

Povzetek

Strategija za mlade avstrijske Štajerske je bila pripravljena v okviru participativnega in na dokazih utemeljenega procesa, da bi zagotovila strateški okvir za izboljšanje življenjskih pogojev mladih na Štajerskem v Avstriji. Ob priznavanju mladine kot medsektorskega področja politike ter skladno z avstrijsko strategijo za mlade in evropskimi cilji za mlade je projekt v obdobju med letoma 2022 in 2023 združil kvalitativne in kvantitativne metode. Te metode so vključevale polstrukturirane intervjuje z najstniki (n = 15) in s strokovnjaki s področja mladih (n = 16), spletno anketo med strokovnjaki (n = 60) in pet delavnic, v katerih so sodelovali strokovnjaki, mladi in vodilni strokovni sodelavci. Oblikovani so bili cilji za deset tematskih področij, ki jih spremlja akcijski načrt. Od desetih opredeljenih področij je sedem opisanih na kratko, tri pa so podrobneje obravnavana: sodelovanje in politično izobraževanje (vključevanje glasu mladih, soodločanje in državljanska udeležba); spodbujanje zdravja in preprečevanje (vključevanje vedenjskih in strukturnih determinant s poudarkom na duševnem zdravju, vedenju, ki upošteva tveganja, in na usklajenih storitvah); raznoliko izobraževanje in obveščanje (spodbujanje enakopravnosti v formalnem, neformalnem in v informalnem učenju; spodbujanje medpoklicnega sodelovanja; zagotavljanje usmerjanja za izobraževalne in poklicne poti). Strategijo je sprejel Deželni zbor avstrijske Štajerske in jo vključil v Zakon o mladih avstrijske Štajerske, kar je vplivalo na kulturo financiranja in upravno prakso. Med omejitve sodi izziv ustreznega zastopanja raznolike mladinske populacije v okviru omejenih virov. Priporočajo se: stalno ocenjevanje, vključujoče oblike sodelovanja in mednarodna izmenjava. Ta proces kaže, kako lahko participativno upravljanje, medsektorsko usklajevanje in načrtovanje na podlagi podatkov kritiko spremenijo v konstruktiven institucionalni razvoj in izvajanje, ki temelji na soglasju.
